You will need to set up an account for each adult in the refugee family.
At the end of the application you will make an appointment at the nearest JobCentre Plus. At the JobCentre they will verify identity, take biometrics and trigger the beginning of the National Insurance Number application.
Remember to take passports to this appointment.
The amounts payable on Universal Credit are shown on the government website as follows:
